Kevin Manor took over Safeway in 1994, and the two cousins acquired Action Packaging in 2001, jointly owning both operations by 2010. In 2013 they added Advance Packaging and created Opus Packaging to unite the three locations. It operates five facilities, adding an Indianapolis manufacturing plant in 2019 and acquiring Palmetto Packaging in Florence in 2021.
