Established in 2008, the Western Washington Sheet Metal Joint Apprenticeship Training Committee (JATC) operates as a non-profit labor-management partnership headquartered in Everett, Washington, with a second campus in DuPont. The committee was formed by the Sheet Metal Air, Rail and Transportation Workers (SMART) Local 66 and the Sheet Metal and Air Conditioning Contractors' Association (SMACNA) Western Washington to provide standardized apprenticeship training for the region's sheet metal industry. While union apprenticeship in the trade dates back over a century, the modern JATC structure has been in place since 1973. The JATC delivers tuition-free apprenticeship programs in four core disciplines: sheet metal fabrication and installation, testing adjusting and balancing (TAB), HVAC service, and residential sheet metal. Training combines on-the-job placement with one of 72 signatory contractors—ranging from small shops to large mechanical firms such as MacDonald-Miller, Hermanson Company, and McKinstry—with classroom and lab instruction at the two campuses. The center employs 12 full-time staff, including seven instructors with a combined 210 years of industry experience, and typically enrolls roughly 500 apprentices, graduating about 98 journey-level workers annually. Graduates enter the commercial construction, HVAC, and building trades sectors, with notable project experience in healthcare facilities, smoke control systems, and energy-efficient heat pump installations recognized by the U.S. Department of Energy. The DuPont campus hosts the SMART Heroes program, which provides a direct entry pathway for active-duty military personnel and veterans. Apprentices earn competitive wages—starting at $70,520 annually with full benefits including retirement, medical, dental, and vision—while incurring zero student debt and receiving credit toward an associate degree. The JATC's governing board comprises six labor trustees and six management trustees, ensuring curriculum aligns with contractor needs. Instructors bring field expertise from major projects for clients such as Microsoft, SpaceX, Costco, and regional healthcare systems, and hold certifications including WABO welding, TABB, and NEMI/ICB credentials. The program's mission centers on producing a highly skilled, competitive workforce through joint labor-management collaboration.
